Thelma Hiland is Business Manager for the Center for Governmental Studies. She has been at CGS for over 20 years with the primary responsibility of overseeing its fiscal operations. She is responsible for maintaining the different accounts and providing fiscal management services to the various projects of the Center.
She assists the professional research staff by providing budgetary materials necessary for developing project proposals and securing external funds for support of those projects. She maintains an automated record of books of all Center grants, monitors budget activities, maintains budget and expenditure records, and works closely with the University's Grants Fiscal Administration Office. She serves as the liaison between the Center and the offices of Sponsored Projects, Grants Fiscal Administration, and Legal Counsel.
Thelma has a bachelor's degree in business education from the Polytechnic University of the Philippines (formerly Philippine College of Commerce ), Manila, Philippines. In addition, she completed a two-year program of the CACUBO Management Institute, a program designed for college and university business officers.
